  • Shanahan Engineering (“SE”) was formed in 1979 and has established itself as a recognised leading contractor in the construction management, pre-commissioning, commissioning, start-up and handover of power generation plants around the world, using a diverse selection of internationally recognised OEM main equipment. Shanahan Engineering has an enviable track record of commissioning simple cycle, combined cycle, gas/oil fired and coal fired power plants globally. This diverse experience has enabled SE to develop in-house commissioning planning, execution processes, procedures and manuals, in parallel with proven Commissioning Management Software (CMS), a robust Safety Management System and Quality Management System specifically for the commissioning of power plants. 

    Specifically for commissioning projects, SE implements a tried and tested Permit to Work (PTW), Lock Out Tag Out (LOTO) programme, which has resulted in exemplary “zero” Lost Time Injury (LTI) rate on projects in line with SE’s high HSE expectations from contractors. Currently SE has mobilized construction management teams and technical advisors to several continents, and is commissioning open cycle and combined cycle plants in multiple countries. We provide Training Services for our clients on combined cycle plants in their own local native language, and write tailored O&M manuals and commissioning procedures for clients globally.  These projects demonstrate the diversity of our capability, and our value-added solutions approach to complex customer needs.

    The commissioning execution model which SE applies, integrates the EPC contractor and/or owner’s team to form ONE team. This unique ability to integrate is enhanced by SE’s heritage of executing power plants with three major roles and perspectives: OEM Field Advisor; EPC/E&M Contractor; Erection and Commissioning Contractor.  As a result SE:

    • Understands the issues surrounding Turnover of Plant (ToP)/Turnover of Construction (ToC) and the critical need to pre-plan and execute commissioning
    • Owns in-house, proven and applied library of commissioning and start-up processes and procedures
    • Has established, operational relationships with key third party suppliers i.e. electrical testing, chemical clean and steam blow specialists
    • Has an established Permit to Work (PTW) and Lock Out Tag Out (LOTO) program specifically for commissioning projects
    • Maintains a flat organisational structure along with access to a broad (human) resource base capable of responding quickly to new requirements
    • Is highly experienced in the entire commissioning process and can support our clients up to and including on the job (OJT) training for the O&M’s personnel
    • Provides bespoke O&M Manual compilation in a timely manner, made possible by referring to and maintaining a comprehensive library of templates that had been approved by the most demanding owners
